Abstract: Social rescue resource is one of the important resources to support emergency management system. Social rescue resources mobilization is the important form to raise and use social rescue resources. As for the entire social rescue resources mobilization work, the construction of the social rescue resources mobilization system has far-reaching practical significance. Through the analysis of the characteristics of social rescue resources mobilization, the feature of the whole system is clear, namely, it is without warning, and only focuses on the social rescue resources demand, etc. Then, the construction principle of system are proposed:the demand of social rescue resources as the only traction force for efficient and timely feedback and effective utilization of national economy mobilization system and emergency management system. In accordance, the framework of social rescue resources mobilization system is built. The composition of social rescue resources mobilization system is analyzed. Response module, expert decision-making module, mobilization disposal module and aftermath disposal module are analyzed concretely.
