Abstract: By using system theory, through analysis of component factors and subsystems of development mode of eco-new town in Beijing City, and operating mechanism of the eco-new town on the basis of the hierarchical division of eco-new town development, this paper studied the development mode of new town in Beijing City based on ecological concept. The development mode is to achieve the interaction and coordinated operation of subsystems of the political, the economic, the social, the environment, to realize the eco-optimization from the planning and construction to the operation, maintenance and upgrading of new town, and to achieve the mutual promotion and joint development between the new town and central city via the action of internal mechanism, external mechanism and dynamic mechanism.
