Abstract: The land transfer is a kind of systematic innovation that could solve the economic and social development in rural areas in the new period. The pilot program of Cao Wei in Yiyang is a successful case of land trust circulation. In the pattern, 30% of turnover difficulties are overcome, and farmers benefit from the growth of agricultural scale management, which leads to the increasing investment in agriculture and more employment opportunities. Yiyang experience with Cao Wei Zhen trust transfer model is the main innovation of the trust transfer mechanism, with the government involved in the entire process, adhering to three points of "the unchanged", that is, unchanged land collective ownership, unchanged management and transfer rights, unchanged contract right of peasant land property. The solution of land trust transfer of Yiyang experience is to put the land ownership in the first place, to ensure that the interests of farmers in the process of operation, the allocation of surplus labor force after the land trust circulation and the improvement of farmer's social security.
