Abstract:
The organization of integrated mobilization is a system which connects the relevant departments and institutions with the characteristics of temporality, dynamic adjustability, hierarchy, target, integration, etc. Its purpose is to realize the agility and its goal is to complete the task. According to these characteristics, the principles for constructing organization of integrated mobilization must be complied. The principles are agility, relatively stability, module and simplification and expansion. Based on the bus type of integrated mobilization organization, the working mechanism of multi-task management center will be built. To guarantee the normal operation of the organization, some demands must be requested. The necessary rules and regulations and rules for procedures must be built; the rights and obligations listing regime need to be adopted; the channels of information interaction must be established. Moreover, the applicability, the universality and practicality of the organization pattern of integrated mobilization will be proved by the analysis of the mobilization example in the Inner Mongolia Autonomous Region.
