Abstract: Public sector is the main sector which is in charge of managing social and public affairs, including government organizations and non-governmental organizations. Under different governance models, the public organizations show different characteristics. Using the method of literature research, this paper summarized the series of obvious changes and development trends of public organizations in the contemporary governance model, through the collection and analysis of relevant literature at home and abroad. The study found that the current public organizations showed the following changes and trends. First, public organizations become more virtual; second, public organizations become more centralized; third, public organizations become more flat; fourth, public organizations become more open; fifth, public organizations become more collaborative.
