Abstract: National economy mobilization centers are organizations built with three goals which are the national economy mobilization preparation under normal conditions, the national economy mobilization implementation under crisis conditions and the radiation and diffusion of bases in the process of implementing the national economy mobilization. Based on the system dynamic method, the manufacturing national economy mobilization centers' potential measure model is established applying the iThink computer simulation software platform. Two innovative indexes, elasticity and measure coefficient of mobilization potential, are used to analyze the potential condition. Based on the above analysis, the related policies and suggestions which are specific and easy to be manipulated are put forward for the potential construction and management of national economy mobilization centers.
