Abstract: Process research is an important path to crack the mystery of government innovation black-box. Most of the existing literature about government innovation process is along the time dimension and space dimension separately. The researchers have thoroughly studied on the stages and factors of government innovation process from this two dimensions. However, the researchers often misunderstand the government innovation process as a simple linear procedure from the time dimension and there is a lack of in-depth research on systematic integrity of factors in government innovation process. More seriously, there is no research on government innovation process from integrated time-space dimensions. For this reason, deepening the research on government innovation's dynamic cycle process from time dimension, government innovation ecosystem from space dimension and government innovation journey from the time-space dimension would be useful for thoroughly cracking the mystery of government innovation black-box and be helpful to develop government innovation process research further in the future.
