Abstract: The essence of civil-military integration is to optimize the allocation of resources, which is the significant clue to understand the connotation of civil-military integration. The logical starting point of Civil-military integration is the relation between the national defense building and the economic development. The key to optimize the allocation of resources is the traction of the social total demand, and the balancing of a variety of the rights and interests. The different levels in the country-governments, military, industry and enterprises-should have their own focus to promote civil-military integration strategy with the key. The country pays attention to the top-level design, the government departments propel civil-military integration strategy according to the division of functions, the military department is to break the closed system, the industry level focuses on industrial integration and the enterprises accelerate reform with the market orientation.
