Abstract: The inner motive of governing the country by law is the identification of the rule of law. It affects the construction of specific legal system and the successful enforcement of law. But in the construction process of the ruling by law in China, there is less respect, less effective implementation of law. All of these are that the law does not get people's recognition and trust. To realize the identification of law as an identification of culture needs the cultivation of the culture. It means cultivating the culture of ruling by law to a kind of Chinese native culture. The people will have a profound reflection and awareness of the ruling of law, and a profound criticism, inheritance and innovation of the Chinese traditional legal culture. Therefore, we need to localize and development the traditional legal culture.
