Abstract:
Investigation on structural features of ecological civilization policy network could contribute to explore the policy priorities and the evolution direction,as well as to further enhance the policy effectiveness. In this paper,37 policy documents on "ecological civilization" since 17th CPC National Congress are collected. A theoretical framework containing balanced interaction of external policy and internal participation force in ecological civilization is constructed. A quantitative review is made with the co-word method. With indicators of network centralization and centrality,policy theme group and structural holes,policies of ecological civilization are evaluated. The study found that the policies around the construction of ecological civilization have formed an interrelated and mutually coordinated pattern. The a multi-level policy system is composed of the strategic layout by the central government co-ordination,leading the coordinated implementation of core sectors,key areas of early demonstration to promote internal and external environmental constraints of supporting facilities. Ecological governance has gradually occupied a central position in the policy system. The analysis also concludes that the policy needs to be strengthened in several directions,including constructing ecological management system,improving formal and informal institutions as a means of ecological law and ecological culture,and enhancing the correlation between some of the policy tools.
