Abstract: As important assets in the progress of future generations,Antarctic resources have played a critical role in the socio-economic development of all nations and international political game. International common resources as they are,they are shared by all mankind. Different countries stick to the basic principle of self-governance theory in the process of exploitation and utilization of Antarctic resources. In order to promote scientific exploitation of Antarctic resources and prevent the Tragedy of the Commons from happening,it's imperative to establish a series of multi-layered institutional norms during the utilization of Antarctic resources so as to confine the opportunistic behavior of each nation. Antarctic resources is overseas resource reserve base of strategic importance to us,and our country as the shareholder of rights and interests in sharing Antarctic resources shall take effective measures from the perspectives of new system supply,stronger credible commitment and intensified supervision in order to facilitate the sustainable use of Antarctic resources.
