Abstract: Civil-military integration has risen to the level of national strategy. Development pattern research is the basic work to promote the in-depth development of civil-military integration in our country. Based on the analysis of the development of civil-military integration,the paper defined the connotation of in-depth development of civil-military integration,clarifying the development goal and the principle. Starting with the general concept of pattern,it made the resource as implementation object,and designed the civil-military integration pattern. The change of the in-depth development of civil military integration reflected the in-depth understanding about the relationship between military construction and economic construction. Its essence was to optimize the allocation of resources,and its purpose was to form a setup of deep civil-military integration development,with the characteristics of total factor,multi-field and high efficiency. Civil-military integration in-depth development model consisted of organization system integration,mechanism integration,legal system integration and resource integration. These three integration system of organization system,mechanism and legal system would help to exert the dominant role of the government and the basic role of market of resource allocation,to achieve the optimal allocation of resources,and then to speed up the formation of the setup of in-depth civil-military integration development.
