Abstract:
Porter Hypothesis predicted that we can achieve a win-win goal of environmental protection and economic development. Based on an analysis on the role of human capital human capital,as the supporting and matching condition of environment-friendly technological progress and environment-economic comprehensive performance improvement,we believe,human capital is an important condition for Porter Hypothesis. Empirical results showed that:the direct impacts of human capital on the environment-economic comprehensive performance are positive,and the estimated coefficients of eastern and central regions are more significant; the direct impacts of environmental regulations on the environment-economic comprehensive performance are not significant,however,human capital could improve the effects as an indirect role. Group regression based on human capital showed Porter Hypothesis could be achieved in the high human capital group only; direct and indirect positive effects on environment-economic comprehensive performance of human capital are significant proved the analysis conclusion that human capital is an important condition for Porter Hypothesis. Under the "New Normal",we should strengthen human capital accumulation,improve human capital flow mechanism,and implement environmental regulation according to the situation of human capital so as to steadily promote environment-economic comprehensive performance.
