Abstract: At the beginning of the civil-military integration development in China,the legislation of the civil-military integration development tends to be fragmenting and low effective.It results in that the administrative system of the civil-military integration development is vague,responsibilities of different departments are overlapping,and the major measures are insufficient. However,the USA,European Union and Russia enact the laws and regulations of civil-military integration development,establish the legal system of the civil-military integration development,to promote the level of the civil-military integration development and found the administrative systems of civil-military integration development. So,it is necessary to sum up the foreign experience of promoting the rule of law of the civil-military integration development such as the USA,European Union and Russia,analyzing the real difficulties of promoting the rule of law of the civil-military integration development in China,and suggest that the Standing Committee of the NPC should enact the basic law to regulate the basic principles,system of leadership,major measures and liabilities of the civil-military integration development. Then the legal system of the civil-military integration development can be established gradually.
