Abstract: The mode of "administrative examination and approval authority" is a kind of beneficial attempt about deepening the reform of the administrative examination and approval system,but it has some problems nowadays,such as legitimacy crisis,communication barriers,power transformation and responsibility identification is not clear. In order to promote the development of the mode of "administrative examination and approval authority",it is necessary to indicate the nature of administrative examination and approval authority from the law,carry out power transformation scientifically,clarify the responsibility of the agency relationship and build a unified information platform of examination and approval.
