Abstract: The paper analyzed the effect of heavy pollution industrial transfer to industrial development and haze pollution decoupling under the restriction of environment regulation. Firstly,the paper researched the effect of heavy pollution industrial transfer to local industrial development and haze pollution decoupling under the restriction of environment regulation. Then based on the characteristics of heavy pollution industrial transfer,it put forward two kinds of industrial transfer mode that were "seek for pollution haven" and space adjacent. And it inspected the spatial effect of the two modes to haze pollution decoupling. The result showed that:(1)heavy pollution industries transformation had significantly promoted local haze pollution decoupling,and environment regulation intensity increased had enhanced the effect of heavy pollution industries transformation to local haze pollution decoupling;(2)Heavy pollution industry transfer did not obviously took the ‘search for paradise transfer mode,but this negative effect would be more serious as the gap between the environmental regulation intensities of two areas escalates;(3)Heavy pollution industry transfer took the space adjacent transfer mode,surrounding areas' heavy pollution industry transfer may have obscure effect on own regional haze pollution decoupling; but if one region strengthened its own environmental regulation,the negative effect of surrounding areas' heavy pollution industry migration on one region's haze pollution decoupling intensity could be effectively reduced.
