Abstract: The actual demand for information warfare and major emergencies requires that China must transform the traditional mobilization work mode and develop in the direction of agile characteristics such as informationization,intelligence,efficiency,and precision. Therefore,agile mobilization has become the main mobile mode of national economy mobilization in the new era. Combining the military-civilian integration development strategy,on the basis of analyzing the emergence and development of agile mobilization theory,the framework of agile mobilization theory system is designed,and the relationship between mobilization alliance,mobilization chain,mobilization network,integration mobilization and mobilization logistics is clarified. This paper believes that:agile mobilization theory takes "supernormal supply" as the core concept,mobilizing alliance is the organizational foundation of agile mobilization. Mobilization chain and mobilization network are the carriers to achieve agile mobilization. Mobilization logistics is the concrete realization form of mobilization chain and mobilization network. Integrated mobilization is a work model for agile mobilization.
