Abstract:
With a series of environmental problems by the extensive development,China urgently needs to find a reasonable and efficient environmental regulation road to achieve a "win-win" direction for both environment and macro economy. Based on the panel data from 2003 to 2015,the paper divides 37 industrial sectors into three categories according to industrial pollution intensity index. Verifies the influence of environmental regulation on GTFPs with SYS-GMM and threshold estimation. Results show that,firstly,the intensity of environmental regulation from strong to weak is heavy-middle-low polluted industries. Secondly,the strong Porter Hypothesis has significant industrial heterogeneity characteristics:environmental regulation and GTFP of heavy polluted industries is shown to be an "inverse U shape". However,environmental regulations and GTFPs of middle and low polluted industries are "U shape". Thirdly,environmental regulation of heavily polluted industries has crossed the inflection point which is the stage of suppressing GTFP,middle polluted industries have not crossed the inflection point,low polluted industries have crossed the inflection point which is the stage of stimulating GTFP. Therefore,the environment regulation of middle polluted industries should be focused,gradually optimize the production structure of heavy and low polluted industries,and give full play to the Synergies of environmental policies and market regulation aim to achieve "win-win".
