基于五大发展理念的人才发展环境动态评价实证研究——以国家自主创新示范区为例

    Research on the Dynamic Comprehensive Evaluation System of Talent Development Environment based on the Five Principles of Development—A Case Study of the National Independent Innovation Demonstration Zone

    • 摘要: 基于五大发展理念的人才发展环境动态评价体系构建对引导政府按照“五大发展理念”要求推进人才工作具有重要价值。以五大发展理念作为人才工作的基本遵循为切入点,从创新环境、绿色环境、开放环境、协调环境和共享环境准则层构建包含10个一级指标和29个二级指标的人才发展环境评价指标体系。应用基于二次加权的“纵横向”拉开档次动态评价方法,对2011—2015年合肥、芜湖、蚌埠三个国家自主创新示范区人才发展环境进行动态评价,对其人才发展环境的变化进行比较分析。研究结果表明:国家自主创新示范区人才环境发展不平衡,彼此间差异明显,并且影响每个示范区人才环境的因素各异。因此,政府部门要因地制宜制定相关优化政策,缩小各示范区之间的差距,推进其均衡协调发展。

       

      Abstract: The construction of the dynamic comprehensive evaluation system of talent development environment that is based on the five principles of development is important for the coordinated development of talent work for the government. The paper takes the direction of the five principles of development for the talent work as an entry point,and it constructs the evaluation index system that cover 10 first class index and 29 second class index from five aspects including innovation development,coordination development,green development,open development and shareable development environment The paper makes the dynamic evaluation on the talent development environment performance of Hewubeng national independent innovation demonstration zone during 2011-2015 and analyzes the changes of the talent development environment performance by means of the "vertical and horizontal" evaluation methods based on the quadric weighted mean. The result shows that talent development environment performance of national independent innovation demonstration zone is imbalance and their differences are obvious. So the government should propose some measures suiting local conditions to reduce the difference of talent development environment performance of Hewubeng national independent innovation demonstration zone for the coordinated development.
