复合治理视域下的地方“评比表彰”执行逻辑以S省D市四城同创为例

    • 摘要: 评比表彰作为一种常见的地方社会治理现象,如何科学解读其治理内涵具有重要理论和现实意义。“复合治理”框架是解释地方评比表彰执行行动逻辑的重要尝试。具体而言,上级设置评比表彰项目产生责任与激励约束机制是地方评比表彰执行的外在驱动力,复合治理是地方评比表彰执行的理性选择,呈现出治理核心逻辑、纵向逻辑和横向逻辑的复合统一。其中,地方成立评比领导小组统合党政力量是评比表彰项目有效执行的核心动力,推动了横向和纵向治理资源整合;条块耦合,塑造体制联动效应是地方评比表彰执行的纵向复合治理逻辑;寻求治理共识构建,谋求治理资源支持是复合治理横向整合逻辑。

       

      Abstract: Appraisal and commendation is a typical phenomenon in the field of social governance, so how to scientifically interpret its governance connotation has important theoretical and practical significance. The framework of “compound governance” was put forward to explain the action logic of local appraisal and commendation. The research found that the responsibility incentives and constraints generated by the superior evaluation and commendation project are the external driving force for the overall governance of local evaluation and commendation. The overall governance is the rational response choice for the governance of local evaluation and commendation projects, presenting the integration of core logic, vertical logic and horizontal logic. Among them, the establishment of local assessment project leadership groups to integrate party and government forces is the core driving force for effective appraisal and commendation, which promotes the integration of horizontal and vertical governance resources; the coupling of blocks and the shaping of system linkage effects are the vertical integration logic for local appraisal and commendation for compound governance; seeking governance consensus construction and seeking governance resources are the horizontal integration logic of compound governance.
