高校学院学术治理的价值失范与修复

    Second-Tier School’s Academic Governance Values In-normative and Recovery

    • 摘要: 价值规范遵循适当性逻辑,是内化于高校学术治理行动者的稳定动力。应然层面,高校学院学术治理价值以适当性逻辑为主导并指向遵守学术规律、维护学术道德、鼓励学术自由、强化学术胜任。然而,学院学术治理实践中行政惯性、多元主体人际互动的关系网络及人情文化传递过程诠释了治理价值失范的复杂图景:行政自上而下的价值同构,人情、科层倾轧学术理性,角色混叠与精英管治交错。回归学院学术治理价值规范,应调适学术治理的价值联动机制,消弭强人情弱学术的失范困境,监督管理者与学术精英的角色。

       

      Abstract: Values maintain the appropriateness logistic, ethnic and normative is nested in academic governance actioner’s common stability performance and dominated by appropriateness logistic, its value scope including insist on academe law, protect academe moral, appreciate academe freedom and strengthen academe competence. While, management inertia, multi-actors’ interpersonal relationship network and Renqing culture deliver process during the academic governance interpreting the complicated governance in-normative scene: administrative top-down value homogeneous, Renqing and bureaucracy intervention academic ration, co-existence of middle manager’s double identity and academy elite’ government. Therefore, in order to recovery of academic normative, should clear the tunnel of two-way value interaction mechanism, counteract the dilemmas of strong Renqing and weaken academe, supervise the role of administer and academe elite.
