Abstract:
Global public health emergencies have posed severe threat and challenge to international public health security. International medical aid is of great significance for dealing with public health emergencies, and also an indispensable segment in international health cooperation and governance. In recent years, the subjects of international medical aid have become increasingly diversified and professional, and the importance of multiple medical aid is becoming increasingly apparent. However, the current international health legal regime does not contain systematic regulation for international medical aid, and many flaws exist. Therefore, it is imperative to strengthen the international coordination and cooperation in international medical aid under the framework of World Health Organization (WHO), so as to establish the mechanism of international medical aid for public health emergencies with WHO as the center. Meanwhile, it is also important to improve the starting procedure, specify the privileges and immunities of aid workers, clarify the international responsibility concerning international medical aid, and establish a long-term medical aid mechanism for developing countries. As a country providing great amount of medical aid, China shall positively promote the development of the legal regime concerning international medical aid for public health emergencies, reasonably evade international legal liability in international medical aid, and improve relevant domestic regulation, so as to build a community of common health for mankind.
