Abstract:
Environmental pollution has a significant impact on the life quality of residents, and there is a growing public demand to safeguard their environmental interests. In this situation, the policy of governmental environmental information disclosure has come into being. Exploring the influencing factors of government environmental information disclosure and the direction of its role in order to satisfy the people’s environmental demands, improve and perfect the system and level of government environmental information disclosure, and promote the improvement of environmental quality. Based on the unbalanced panel data of the environmental information disclosure evaluation index of 120 Chinese cities during 2008—2018, the factors that might affect the government’s environmental information disclosure were empirically analyzed by using the Push-Pull-Mooring (PPM) model with a fixed-effects model from the three dimensions of Push, Mooring, and Pull. It is found that public environmental demands, regional environmental quality, government environmental concern and regional rule of law environment as push and pull factors have a positive and significant impact on local government environmental information disclosure; the degree of government-enterprise connection and government financial pressure as anchor factors will have a significant impediment effect on local government environmental information disclosure. Based on the above conclusions, the article provides suggestions for improving the rule of law environment and promoting government-enterprise-public cooperative governance.
