Abstract: The digital age has given rise to a topological model of municipal social governance.The topology of numbers and the continuous trend toward topology have shaped a new topological city society, and in attempting to explore good governance in municipal societies, it is destined not to ignore topological models that correspond to the real-world context of topological municipal societies. In the topological model, the topology is both a characteristic of the digital and a tool of governance, while at the same time viewing the digital as a governance ontology and as a humanized organism.Topology the governance logic of the model is generated by the “topological nature of numbers”, the resulting “topological urban society”, and the “physical nature of topology and the role of topology as a tool (concept) for governance” are co-generated by the two. The topology model governance takes the digital ontology as the entry point and breakthrough, and complies with the change of the essential characteristics of the digital ontology and the timely adjustments, aiming to fundamentally overcome the structural contradiction that governance models often lag behind social change, construct a transitional social governance community that is highly matched with the social form of the digital city.
