国家战略科技人才力量体系:影响因素识别与指标体系建构

    Identification of Influencing Factors and Construction of Indicator System of National Strategic Science and Technology Talent Force

    • 摘要: 以支撑中国式现代化为目的,基于战略性的整体分析视角,结合胜任力理论、构型理论、人力资本理论,构建“能力—结构—机制”整合式理论分析框架。综合运用层次分析法、决策试验与评价实验室法、解释结构模型对国家战略科技人才力量体系的影响因素与指标体系进行系统性和探索性研究。研究发现:奠基性科学成果、关键技术领域人才布局、人才吸引与开云电竞平台中国APP官方网站是影响国家战略科技人才力量体系最为关键的因素。基于研究结果,提出深化长远战略考量、靶向提升胜任能力、合理规划领域布局、统筹设计发展路径四维优化建议,以期为完善国家战略科技人才力量体系提供新思路。

       

      Abstract: With the aim of supporting Chinese-style modernization, an integrated theoretical analysis framework of “Capability-Structure-Mechanism” was constructed from a strategic and holistic perspective, incorporating the theories of competency, configuration, and human capital. By comprehensively applying methods such as Analytic Hierarchy Process (AHP), Decision Making Trial and Evaluation Laboratory (DEMATEL), and Interpretive Structural Modeling (ISM), a systematic and exploratory research on the influencing factors and indicator system of the national strategic science and technology talent force system was conducted. The research findings reveal that foundational scientific achievements, talent allocation in key technological areas, talent attraction, and talent cultivation are the most critical factors influencing the construction of national strategic science and technology talent force. Based on these findings, four-dimensional optimization suggestions are proposed, including deepening long-term strategic considerations, targeted enhancement of competency, rational planning of field layouts, and comprehensive design of development pathways. These suggestions aim to provide new insights for strengthening the national strategic science and technology talent force system.
