Abstract:
To keep the advantages in service trade, some WTO members are promoting the new rules on trade in services. By contrast, the international service trade agreement(TISA)negotiation with new commitment model, framework design and content is different from the existing service trade rules, which will influence the global and China's trade in services. Although China has declared to join the TISA negotiation, it faces internal and external obstacles and barriers, such as the different negotiation model between China's existing FTA and TISA, the less competitiveness of domestic service industry as well as the unclear attitude of some main members on China's accession. However, it is possible for China to join the TISA negotiation. For example, China has received the support from some TISA members, such as EU, and China is building the new round of opening-up and implementing the Free Trade Zone policy. All these above measures will provide favorable conditions for China's accession to the TISA negotiation. Therefore, China should explore all possible channels and actively participate in the reconstruction of trade in services rules to reflect its claims.
