Abstract: The author,after a close examination of the episode of the Tang Dynasty history,discovered that forming non governmental organizations went from being forbidden to being officially permitted.In spite of the governmental impact, the formation of non governmental associations with a solid social foundation survived, and further,have had the government change the policy to meet needs of the situation. This discovery is profound for re comprehending the history of Chinese ancient social organizations, especially non governmental associations.
