Abstract: It is inevitable for a first rate Chinese university of science and engineering to found the corresponding top social sciences if it determines to reach the goal of being an international first rate university. For the foundation of an international first-rate university requires both spirit of natural science and of social science. So it is essential for university administrators to realize the importance of social sciences in such a university. With a definite orientation and some effective measures, the first decade of the new century will certainly witness the foundation of a group of international first rate universities of science and engineering in China.
