Abstract: Ethically governing and legally governing have been the tow main means of governing a state.By the means of Marxism position and methodology, this article dialectically views the problem of "ethical abnormality",points out that the ethics building needs the offering of effective system and the criteria of ethics norm establishment, reasons the drawbacks of the traditional ethics education, and hence puts forward the improvement suggestions.
