Abstract: Along with the development of knowledge economy, technological human resources are becoming the major impetus origin of different countries and regions. The congregation of the technological human resources is a main characteristic of the congregation of new high technology. In order to collect reasonable technological human resources in a certain area, the study of the element to affect the technological human resources from the angle of external environment, medial organization and micro individual.
