Abstract: Administration and reform in a university proceed on the basis of the characteristics of a university's internal structure. In the course of school reform, the attributes of both its academic planning and the administrative structure should be particularly noted in order to balance and optimize the powers of the phases, and to form a good operative mechanism. This way, the school-system reform will do good to the development of various sciences and the improvement of administrative efficiency.
