汉官太常寺的组织学分析
An Analysis of the Organizational System of the Tai Chang Temple in the Han Dynasty

摘要: 文章通过对汉朝中央政府行政部门太常寺的组织学分析,指出汉九寺行政体系各部门职能交叉,存在着组织目标不明确,机构冗散问题。太常寺设官渊源悠久,组织机构庞大,列于诸寺之首,但行政功能分散,不担当重要政务,后沦为清水衙门。Abstract: This paper analyses the Tai Chan g temple (known as the administrative department of Central Government in the Han Dynasty) in a organizational way, pointing out that the departments in the Nine -Temple administrative system in the Han Dynasty were cross-functioned. In the whole organization existed the problems of indefinite purposes, redundance and separation of each department. The Tai Chang Temple had set up official positions very early and stood above all other temple s because of its bulky organization. But the Temple was later reduced to Qingshui yamen (Governmental Department which is of minor importance and usually slack) owing to its separate administrative functions and its not assum ing important government responsibility.
