Abstract: Though it' s the inevitable trend of the buildup of pioneering-project market in China,it still is faced up to objection from rule of law.Therefore,urgent steps should be taken to establish relative law and regulation.The author gives far-reaching demonstration and proposals on the principles,form and contents of such lawmaking.
