Abstract: The secondary real estate market in china is still in the elementary phase and government policies have not yet been effective.So it' s necessary to seek better measures to stimulate the market to promote the development of the housing consumption.By analyzing the practical significance and conditioned factors of developing the second-level housing market,the author put forward several suggestions from the aspect of sales and charter measures.
