Abstract: Since the9.11inci de nt,terrorist crime along with the jeopardy brought about arouses extensive atten tion among the inter-national community.The author analyses the basic character istics of terrorist crime and the development of international counter ter-rori sm legislation.The paper also brings forth proposals to enforce relative legisla tion and strengthen punishment against terrorist crime.
