Abstract: This article gives a comment on Martin Telaw's Theory of The Popularization of Higher Education and has a discussion on the related problems. Afterward the author points out that at the time of Higher education popularization the position of the legal person of a university has to be established more firmly so that the university has its own choice for its independent orientation.
