Abstract: This paper discus se s the concept and characteristics of regional innovative nets,focuses on the rol e of the interme-diate institutions and the government in the regional innovati ve nets.The author argues that the function of the regional in-novative nets li es in the generation of innovation elements in order to make the talents,technol ogy,information and funds mobile quickly,and the technological innovation can be expected to be realized by the innovation of every section of the entire nets.
