Abstract: It is a unique system that Chinese graduate students have to publish a certain number of papers otherwise their degrees won't be permitted to be awarded.The present author argues that the system has such abuses as: first of all it is not based on the law or governmental policies;second,it seems the only factor considered is the quantity instead of the quality; third, it violates the long-term educational law.Clearly,the only way for China to reach the goal of building up some first rate universities is to manage the universities according to the law,and besides,it is necessary to learn the basic development models from the world top universities.
