Abstract: s:In the western parts of China,the level,speed and development potential of economic development are more and more depend on the small-sized or middle-sized enterprises development,especially on their groups development.Compared with east and middle parts of China,the actual development state of the small or small-sized enterprises have many problems in the following as-pects which have a great influence on the efficiency of Small or small-sized enterprises groups development:corporation’s manage-ment,credibility level,production upgrade,actual researchdevelopment strength,talents reserves,competition capacity of market,industry organization,market environment,government management.The effective methods of breaking through the development ob-stacles are as follows:resetting the enterprise culture of Small or small-sized enterprises in western parts,developing intermediary organization,promoting management level and improving the quality of public products.
