“多边纤维协定”与纺织品贸易的自由化进程

    MFA and the Liberalization of Trade in Textiles & Cloth

    • 摘要: 纺织品贸易是仍然排除在GATT/WTO自由贸易框架之外的一个特殊项目,多年来受到“多边纤维协定(MFA)”的约束,这对资源在全球的有效配置、发展中国家的出口贸易与经济发展、发达国家消费者利益和产业调整以及多边自由贸易的发展产生了不利影响。虽然MFA在2005年1月1日将完全废止,但是国际贸易环境中仍然存在各种障碍,纺织品贸易自由化进程任重而道远,它需要国际组织和各国政府、厂商的共同努力。

       

      Abstract: Bounded by the Multi-Fiber Agreement since 1960s, trade in textiles cloth remains a special item that is excluded from the free trade framework under GATT/WTO, which distorts the efficient allocation of resources, impedes the economic and trade growth in developing countries who are major exporters in the line, reduces the welfare level of consumers in the developed world, and keeps us away from freer trading environment. Although MFA will be completely abolished before Jan. 1st, 2005, other barriers still exist. There is a long way to go and efforts from international organizations, governments and enterprises are urged.
