Abstract:
The malpractice of current personnel system in higher education institutions is so serious that reforms of the system must be carried out, or else it would not survive, but hinder the development of higher education. The goal of personnel system reform is to stabilize the teaching staff and encourage young teachers to focus on teaching and research. The establishment of evaluation system for post responsibility system in higher education institutions and the academic authority of academic committees should be represented. The experiences of personnel system reform in Peking University provide guidance and directions for the reforms in other higher education institutions.
