高校人事制度改革浅论

    On the Reform of Personnel System in Higher Education Institutions

    • 摘要: 国内高校人事制度现存体制弊端到了不改革不能发展甚至阻碍发展的程度,稳定教师队伍和激励青年教师发展是改革的方向;建设高校岗位责任制的评价体系,学术委员会的学术权威应得到体现;北京大学人事制度改革的经验对于其他高校人事管理体制建设具有重要意义。

       

      Abstract: The malpractice of current personnel system in higher education institutions is so serious that reforms of the system must be carried out, or else it would not survive, but hinder the development of higher education. The goal of personnel system reform is to stabilize the teaching staff and encourage young teachers to focus on teaching and research. The establishment of evaluation system for post responsibility system in higher education institutions and the academic authority of academic committees should be represented. The experiences of personnel system reform in Peking University provide guidance and directions for the reforms in other higher education institutions.
