Abstract: This paper believes that a pre-draft takes the center stage in national economy mobilization preparation, and a facilitation of national economy mobilization preparation should be achieved through enacting a pre-draft. Therefore in the process of national economy mobilization preparation in a peaceful time, a national economy mobilization pre-draft should be made by classification, attention should be paid to the coordination of national economy mobilization pre-draft, materials resources pre-draft and mechanism pre-draft should be both emphasized.
