Abstract: The right to receive education is an empowerment right, and the foundation on which other rights can be obtained and exercised, but the content and quality of the obtainment and exercise for the right to receive education is subject to educational purpose. This article makes a systematic exploration of such basic theoretical issues as the formation, confirmation, extension and development of educational purpose from the perspective of international law of human rights,and reveals the basic rules of the development of educational purpose.
