Abstract: This paper starts with the analysis of the Social Economy Operating System,and then discusses the building up and operating conditions of the Emergency System from the aspects of social demand, power and limitation. It further discusses the establishment of the Emergency System, its integrative relationship with Mobilization of National Economy and its functions in handling emergency.
