Abstract: This paper starts with an analysis of regulations to the crime of heavily-polluting environment accident on the basis of the theory about crime commitment, and then clarifies the features of both the objective and subjective sides of such a crime.Based on the analysis, this paper has a further discussion on the relevant problems and meanwhile presents some points against the deficiency of the legislature. Finally it put forward some suggestions for the completion of the law-making.
