Abstract: The common performance testing and evaluation system usually focuses on one point, not the whole part. Only the performance testing and evaluation system from the standpoint of strategy can deep evaluate an enterprise in an all-around way. According to the Balance scorecard thoughts of Kaplan and Norton, four types of choice indexes, including the outside part of enterprise, the inner procedure, innovation and study and the financial results, can cover the performance testing and evaluation system of every aspect of the whole enterprises. This paper introduces the choice and testing of outer indexes in a detailed way.results cover the whole enterprise assess by performances of various fields by these four kinds of choice indexes. This text has recommended outside index of the enterprise to be chosen in detail and measurement.
