Abstract: With the expansion of the application of National Economy Mobilization to Emergency System, the traditional "Pagoda-shaped"centralized mediation and controlling model can no longer serve the need of quick mobilization.The rigescent organizational structure of the system has greatly restricted the implementation of the Economy Mobilization. The organization of the Dynamic Alliance based National Economy Mobilization System offers a new way of developing the flexibility of the system and strengthening the independence and the plasticity of the organizations at all levels.
