Abstract: Social justice is the basic condition for people to identify with the social order and the structure. People's cognition on the connotation of social justices will enrich and develop with the improvement of throughput. Social justice is now becoming the inexorable internal precondition for the development of modern society. The achievement of China's reform conceal the lost of social justice, which results from the misunderstanding of the concept of development. The view of scientific development, whose final aim is the development of human and whose inexorable precondition is social justice, shows a new concept of development
