Abstract: At present the obligatory administration system in China is struggling with the implementation process,as is reflected in government organizations and judicial courts.An overload of cases and the non-professional exercise of procedures further worsen the situation.Experiences in the developed countries are discussed here in order to offer some helpful suggestions to our improvement.
