Abstract: The state innovation system is,under the circumstance of increasing global competition,an effective organization system established by a state for developing its synthetic competition capability and its working efficiency.Such a system is based on the particular conditions of a certain state.It stresses the relationship between the organizations and their mutual functions,and also the circulation of knowledge among the organizations in order to achieve higher efficiencies and new functions.The organic system with the guidance of system methodology is just tallying with the function of the agile mobilization,so it is significant to adopt the ideas of the innovation system for establishing the system of agile mobilization.
